The philosophy of bike patrol gained recognition back in the 1980's on beaches and in large metropolitan areas.  The idea is similar to the officer walking the beat except the bike is a lot more versatile.  Officers found they could pedal through or with traffic and respond to calls in the area faster than walking yet were able to strike up friendly conversation with any person on the street.  We found this works in Jackson as well, on a smaller scale of course.

The bike patrol is an extension of our community policing effort which brings police and citizens together to solve problems.  This unique style of policing has already shown to be advantageous.  We have increased communications with residents while out there pedaling therefore picking up on and targeting crimes and problems in specific area of the city.  Our Bike Patrol also work parades, 4th of July celebration, Homecomers and other special events.

Today the Jackson Police Department has two top-notch police bicycles.  One is a Trek mountain bike which was given to the department through a grant by Missouri Department of Public Safety.  The other is a Cannondale which was purchased through a grant from Safe Communities.

We are projecting that with the growth of the city and the department it can be used in many creative ways.

During the more than 50 years since its inception in 1930, the Uniform Crime Reporting (UCR) Program has strive to depict the crime problem in America.  Expanding in scope, importance, and size of the years, the Program now encompasses nearly 16, 000 law enforcement agencies including the Jackson Police Department, who voluntarily contribute their crime statistics.  Without their support, the Program could not fulfill it's mission.  Crime Data is collected on a monthly Basis and submitted to the Federal Bureau of Investigation.  The FBI then assembles, publishes, and distributes the data to contributing agencies, other UCR programs and others interested in the Nation's crime problem.  The FBI currently produces an annual publication, Crime in the United States in which the data from the Jackson Police Department can be located.

"Coffee with a Cop" is a simple concept.  Jackson Police and community members come together in a informal, neutral space to discuss issues, ask questions, build relationships and drink coffee.“Coffee with a Cop” breaks down the barriers between police officers and citizens we serve.   The goal is for citizens and Jackson Police to get to know each other and discover mutual goals and have real conversations about issues that matter.

The mission of the Southeast Missouri Drug Task Force is to identify. to compile intelligence and to investigate organizations conspiring to or involved in the manufacture, distribution, and sale of controlled substance in Southeast Missouri; and to maintain aggressive enforcement against these individuals, bringing them to prosecution under the fullest extent of the law.

The Child Fatality Review Panel reviews all deaths of children 15 years of age and younger, that fall within the criteria establishes by House Bill 185 and as defined in Rule 13 CSR 40-31.050.

The panel recognize that the responsibility for responding to and preventing child fatalities lies with the community and other appropriate state and local agencies, not any single agency or entity.  The panel recognizes that promoting more accurate identification and reporting of childhood fatalities will result in the development of prevention strategies for all childhood injuries in the State of Missouri.

The panel consist of personnel from Jackson and Cape Girardeau Police Department, Cape Girardeau County Sheriff's Department, Cape Girardeau County Prosecuting Attorneys Office, Cape Girardeau County Coroner, Cape County Private Ambulance Service, Cape Girardeau County Health Department, Cape Girardeau County Juvenile Office, Division of Family Services,  Jackson and Cape Girardeau Fire Departments, Southeast Missouri Hospital and St. Francis Medial Center as well as other medical personnel.

The goal of the Cape Girardeau Safe Communities Program is to provide injury prevention strategies, primarily in the areas of traffic safety, to the citizens of Jackson, Cape Girardeau, and Cape Girardeau County.

The Safe Communities initiative is working to expand partnerships in the community to access local injury data.  Through this information areas of concern are determined and new effective strategies for injury prevention are developed.  The program has a full time Coordinator, two part-time Youth Program Coordinators, a Chairman and thirty member Advisory Committee representing 28 agencies in Cape Girardeau County.

Examples of prevention and enforcement programs provided in Jackson through the Safe Commentates Program:

Safety Belt / Speed Overtime Patrol:

This consists of officers working at high crash times and at high crash locations observing for Seat Belt usage and Speed enforcement.

Summertime Blues Safety Belt checkpoint and Awareness Fair:

This event included Safety Belt checks by the Jackson Police Department and Cape Girardeau Police Department.  Officers flagged motorists into the checkpoint where drivers wearing their safety belts are rewarded with free travel mugs, key chains, and other free gifts.  All persons are invited to participate in the safety fair which is adjacent to the checkpoints.

Drinking and Driving Docu-Drama:

The drinking and driving Docu-Drama is a mock alcohol related traffic accident which depicts the realities and consequences of drinking involved in motor vehicle accidents.  The Docu-Drama uses all facets of the emergency response community which respond to a "mock" or "staged" accident.  In addition to the staged program students are given the opportunity to discuss the program in the follow up session.  This is staged at Jackson High School and other schools across the county.

Senior Safety Fair:

This program was sponsored by the Jackson Police Department at the Jackson Senior Center.  Presentations are given on Safe Driving Tips, falls and home Safety, seat belt and air Bag safety and Buckle Bear even made an appearance.  Approximately 25 Senior Citizens participated.

Loan a Seat Program

The loan a seat program for Jackson and Cape Girardeau County is operated through Easter Seals Society in Cape Girardeau.  The program lends toddler seats to new parents on a nine month basis.  The program requires a $10.00 deposit, $7.00 is refunded when the seat is returned.

M.A.D.D. Victim Impact Panel:

The M.A.D.D DWI Victim Panel is held on the second Thursday of each month.   There is an average of 30 DWI offenders in each session who are sentenced to attend the impact panel by the State and Municipal Courts in Cape Girardeau County.

The S.A.L.T / Triad Council consist of Jackson Police Department, Cape Girardeau County Sheriff's Department, Cape Girardeau Police Department, Older and Retired leaders working together to reduce criminal victimizing of the elderly.   The Council can assess the needs of the community and recommend activities and programs which will involve and benefit both law enforcement and seniors.  The Council feels strongly that senior people should receive crime prevention education at regular intervals to give them knowledge and techniques to make them less likely to become victims.

Cape Girardeau/Jackson Area School Security Committee is a cooperative effort between Jackson and Cape Girardeau Police Departments, Cape Girardeau and Jackson R-2 Public Schools and other agencies in emergency services.

The Committee meets monthly during the school year to discuss the issues involving problem students, outside influences, problems involving drugs or violence and other issues which pertain to the security of our schools.

The Violent Crime Support Unit of the Missouri State Highway Patrol began operation in August of 1995.  This unit is the result of the Missouri State Highway Patrol's continuing commitment to provide support services to law enforcement agencies across the state.  At the present time, the unit has the ability to provide three (3) services to local law enforcement agencies.  These include 1) Professional Service Funding; 2) Unsolved Case Reviews;3) Active Investigation Case Management Service.

The Professional Service Funding was established to assist criminal justice agencies in obtaining professional Services necessary during the investigation of serious  violent crimes by providing professional services, non conventional laboratory testing, and/or technical assistance.

The unsolved case review allows local law enforcement agencies to submit unsolved violent crimes with the goal being the development of new leads and/or suspects.  The Violent Crime Support Unit acts as a coordinator for this service.  The cases are reviewed by a team of investigators comprised of officers from several different agencies across the State of Missouri  including personnel from the Jackson Police Department.

The Case Management Service provides law enforcement agencies with on-site civilian Crime analyst during the Critical hours of a violent crime investigation.
